Recognize arc64

This paves way for setting up arc64 software ecosystem.

* config.guess (arc64:Linux:*:*): Recognize.
* config.sub (arc64): Likewise.
* doc/config.guess.1: Regenerate.
* doc/config.sub.1: Likewise.
* testsuite/config-guess.data: Add a test case for arc64.
* testsuite/config-sub.data (arc64, arc*-elf): Add test cases.
