Update URLs of the latest version of config.guess and config.sub scripts

Prefer cgit URLs over gitweb as the former are usually served faster:

* config.guess: Prefer cgit URLs over gitweb.
(timestamp): Update.
* config.sub: Likewise.
* doc/config.guess.1: Regenerate.
* doc/config.sub.1: Likewise.
