Prefer cgit URLs over gitweb as the former are usually served faster:

$ time -f %e wget -q 'https://git.savannah.gnu.org/cgit/config.git/plain/config.guess'
0.73

* config.guess: Prefer cgit URLs over gitweb.
(timestamp): Update.
* config.sub: Likewise.
* doc/config.guess.1: Regenerate.
* doc/config.sub.1: Likewise.
